Council Initiative 26 May 2025
Improvement of lighting on Paippistentie, North Paipis, Sipoo, between house numbers 916–1005 (approx. 900 meters).

Background
According to long-standing information received from residents, this section of road was already scheduled for lighting approximately 50 years ago, but funding ran out before the project was completed.

Current Situation
The road section in question is highly curved and surrounded by dense forest. During winter and dark seasons, it is extremely dark and slippery.
Traffic safety for pedestrians, cyclists, and motorists would be significantly improved by installing LED lighting along the section indicated in the attached map, similar to the existing lighting from Rajakulmantie (road no. 146) to house number 1005.

This road section is also a wildlife crossing area for moose and deer, which has caused multiple hazardous situations over the decades. Part of the 900-meter stretch already has electricity poles installed, meaning new poles are not required along the entire route.

Initiative
We, the undersigned councillors, demand that the Municipality of Sipoo immediately begin planning the lighting improvement in accordance with this initiative, prepare the matter without delay, and implement improved lighting and traffic safety between house numbers 916–1005 on Paippistentie in cooperation with the Centre for Economic Development, Transport and the Environment (ELY Centre).

Municipality of Sipoo Building Permit Guarantee – 30 days (+/- 7 days)**

Background and Current Situation
This initiative applies to standard building permits under the Municipality of Sipoo’s building regulations — not planning need decisions or exemption permits.

Currently, the processing time for a building permit in Sipoo exceeds two months, even when the application has been prepared by qualified architects or designers in accordance with zoning regulations.

In neighboring municipalities, experienced permit officers process similar cases in approximately 15–120 minutes when all required documents are properly submitted — as already required in the electronic permit system.

We must raise the reputation of Sipoo’s building supervision to an excellent level. We must invest in growth and make Sipoo a vibrant and well-known municipality in which it is excellent to live, work and do business.

Initiative
We, the undersigned councillors, demand that the Municipality of Sipoo immediately begin planning and implementing a Building Permit Guarantee – 30 days* (+/- 7 days*), streamline processing schedules, and introduce the new practice as of 1 February 2024.

A modern, service-oriented and advisory building permit system must be fully operational no later than 1 June 2025. Where necessary, additional staff and resources must be allocated to ensure compliance with the guaranteed processing time.

2024

New Speech and Voting Equipment for the Council Hall (2024)

Effective council work requires reliable technical equipment. During this council term, the existing system has not met expected standards.
I therefore submitted an initiative to acquire or upgrade the speech and voting recording system.

It is essential that residents can follow the democratic process. The previous system had not functioned properly for several years, and some council speeches were not recorded.

Through equipment upgrades and staff training, the municipality has saved significant taxpayer funds while restoring transparency and access to democratic proceedings.

2023

Council Initiative to Build a Guest Marina on Sipoo’s Coast (4 September 2023)

The initiative received 35 signatures.

The municipality has budgeted €30,000 for project planning. The project plan will determine the optimal location, cost alternatives, and implementation timeline.

The Technical Committee has decided to begin planning immediately in cooperation with the ELY Centre.

2021

Council Initiative for a Light Traffic Route from Järvenpää to North Paipis

Submitted on 15 November 2021 with the support of 26 councillors across party lines.

The Municipality of Sipoo has allocated €15,000 in the 2024 budget for planning in cooperation with the ELY Centre. Initial planning meetings have been held, route outlines prepared, and a resident survey conducted. A council initiative makes a difference.
